Hope Hurley

Hope Hurley is a Director on FGS Global’s Energy and Sustainability team in the Government Affairs Division based in the Washington, D.C. office. She brings years of experience in the environmental policy and communications arenas working for both private and nonprofit organizations and within federal and state governments.

Most recently, Hope worked at the Maryland Department of Environment (MDE) where she managed the state legislative process and oversaw the development of legislation focused on air and water quality, climate change, energy policy, water efficiency and wastewater recycling. She was the lead in coordinating MDE’s efforts as a member of the Environmental Council of the States, representing and communicating Maryland’s policy positions to all other state environmental agencies in the country.

Before joining MDE, Hope managed the legislative and regulatory interests of clients at ENS Resources, an environment-focused consulting firm in Washington, D.C. She handled issues related to securing grant funding for water infrastructure projects, advancing clean water policies, and developing innovative water technologies. Hope also worked on public outreach initiatives and member engagement at a nonprofit focused on creating sustainable domestic water policies. Hope began her career working for former Senator Jim Webb (D-VA), then serving on the Senate Armed Services, Foreign Relations, Joint Economic, and Veterans Affairs committees.

Hope graduated from Eckerd College with degrees in Communications and Environmental Studies with a concentration in policy. While in school, she spent a year abroad in Central America and the Canary Islands educating locals and tourists about habitat conservation on whale watching boats and environmental stewardship.
