As a Managing Director in Finsbury Glover Hering’s Government Affairs Division, Igor Khrestin brings over 15 years of high-level experience in foreign affairs and advocacy, including over 10 years in the U.S. House of Representatives and the U.S. Senate, where he built bipartisan coalitions across Capitol Hill, the executive branch, and foreign governments. 

Igor worked for Representative and then-Senator Mark Kirk (R-Illinois), where he served as the staff lead for foreign relations, trade, and Appropriations matters and as the staff lead for the U.S.-China Working Group in both chambers. He then worked for Senator Cory Gardner (R-Colorado) as National Security Advisor and Staff Director of the Senate Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy, where he was the staff architect of major legislation signed into law, including the North Korea Sanctions and Policy Enhancement Act, the Asia Reassurance Initiative Act, and the TAIPEI Act. 

Prior to his Hill tenure, Igor worked at the BGR Group, helping advise a wide range of international and corporate clients. He also worked at the American Enterprise Institute, where he conducted research on Eurasian affairs and published numerous articles, op-eds, and papers in major publications.

Igor holds a Master of Arts from Georgetown University’s School of Foreign Service, a Bachelor of Arts from Illinois Wesleyan University, and a Certificate from the London School of Economics and Political Science. He lives with his wife Theda, whom he met on a congressional on a congressional staff trip to Jordan, and their two young daughters in Washington, D.C. 

Served as a senior foreign policy aide on Capitol Hill for over 10 years, leading major legislative foreign policy initiatives and appropriations efforts.
